Consultant says state needs major political, fiscal changes to increase oil production

Alaska needs a new way of doing business to attract additional oil and gas investment dollars, consultant Pedro van Meurs told legislators Monday.

The biggest oil resources yet to be developed are billions of barrels of heavy oil and possibly shale oil. Both require specific incentives, he believes.

"Alaska has to define competitive fiscal terms for the entire range of oil and gas resources, so investors know what the terms are," he said in one slide of his 100-slide presentation, to be reviewed over the next two days.
