Anchorage taxpayers may have to pick up the more than $600,000 tab to clean up a contaminated plot of city land and nobody - neither the city nor independent contractors - is sure who is responsible for the contamination. 
 The polluted soil, located on a bluff overlooking Ship Creek, was thought to have come from a parcel occupied by the Glenn Square Shopping Center, a known site of contamination.
