Many problems are unsolvable under the American system

Democracy may be reaching its limits. Most of this nation’s biggest problems are beyond its capabilities.

For instance, the United States is rushing to lay claim to portions of the Outer Continental Shelf lying under the Arctic ice pack. But if the nation really wants access to the resources there, it should let another country claim them. Then Americans could buy whatever oil, gas and minerals are found.
