Surprise! President Barack Obama says his administration will allow development of some existing oil and gas leases in Arctic waters off Alaska's coast, but not in federal waters near Bristol Bay. He also says he’ll cancel already planned lease sales in the Chukchi and Beaufort seas until they can studied further.
